US trade curbs on Chinese firms

The Biden administration has imposed new trade restrictions on five Chinese companies, accusing them of aiding in the repression of the Uyghur Muslim minority. Four of the firms belong to Chinese surveillance camera maker Hikvision, while the fifth is Yutian Haishi Meitian Electronic Technology Co Ltd. These companies have been accused of human rights violations and abuses, including the mass arbitrary detention and high-technology surveillance of Uyghurs and other Muslim minorities in the Xinjiang region. The Chinese government has dismissed these allegations as “lies” designed to constrain China. Hikvision was previously placed on the U.S. trade blacklist in 2019 for its alleged involvement in human rights abuses. The US has increasingly used the entity list to target Chinese firms, and China has stated that it will take all necessary measures to defend the legitimate rights and interests of Chinese firms.

Hikvision’s 2021 half-year report indicates that at least four of these firms are part of the Chinese surveillance camera maker, including Moyu Haishi Electronic Technology Co, Luopu Haishi Dingxin Electronic Technology Co, Urumqi Haishi Xin’an Electronic Technology Co, and Pishan Haishi Yong’an Electronic Technology Co. Additionally, Yutian Haishi Meitian Electronic Technology Co Ltd was also added to the list. The Biden administration has accused these companies of being involved in human rights violations and abuses, including the mass arbitrary detention and high-technology surveillance of Uyghurs and other Muslim minorities in the Xinjiang region. The Chinese government has dismissed these allegations as “lies” designed to constrain China, with foreign ministry spokesperson Mao Ning accusing the United States of politicising normal business and economic cooperation.

Chinese firms added to the entity list must obtain a special and difficult-to-obtain license before American suppliers can ship goods to them. Hikvision was placed on the U.S. trade blacklist in 2019 for its alleged involvement in human rights abuses. The US has increasingly used the entity list to target Chinese firms. However, China has rejected these measures and stated that it would take all necessary measures to defend the legitimate rights and interests of Chinese firms.
