The tour will feature over 20 stops in different states, including key battleground states, and coincide with a two-week congressional recess in April. Biden will make his first stop in North Carolina after convening a meeting of his “Invest in America” Cabinet. The tour is the White House’s most coordinated, concerted push to date to implement legislation and ensure Americans know what Biden has accomplished.
President Joe Biden is preparing for a likely re-election campaign and will embark on a three-week tour starting on Tuesday, with the goal of highlighting the impact of his signature legislative accomplishments around the country. This tour, called the “Invest in America” tour, will take Biden, Vice President Kamala Harris, First Lady Jill Biden, and almost a dozen Cabinet members across over 20 states, including key battleground states like Georgia, Nevada, and Pennsylvania.
The White House officials consider this tour to be their most coordinated and concerted push to date to accomplish their central task this year: implementing legislation and making sure Americans are aware of what Biden has accomplished. According to a Washington Post/ABC News poll published last month, 62% of Americans believe Biden has accomplished “not very much” or “little or nothing,” so the White House has its work cut out for them.
Biden’s first stop on Tuesday will be at a semiconductor manufacturer in Durham, North Carolina, which will create 1,800 new jobs after passing the CHIPS and Science Act that incentivizes domestic semiconductor manufacturing. Cabinet secretaries and top White House officials will also highlight the effects of other pieces of legislation in the tour’s first week, such as Transportation Secretary Pete Buttigieg highlighting airport safety and infrastructure projects in Arkansas, Texas, and Oklahoma; Commerce Secretary Gina Raimondo visiting fiber optic cable manufacturers in North Carolina; and Biden’s infrastructure coordinator Mitch Landrieu highlighting electric vehicle manufacturing in Tennessee.
While Harris will not be present for the first week of the tour as she will be traveling to Africa, she will make stops after her return to highlight the growth of domestic manufacturing. The first lady, who is also expected to participate in the tour, is a community college teacher and is likely to highlight workforce training programs.

Before starting the tour, Biden will convene a meeting of his “Invest in America” Cabinet comprised of key Cabinet officials working to implement the different acts. Each stop on the tour will highlight the direct and indirect impacts of those laws, including private sector investments spurred on by pieces of legislation, and the impact on state and local economies. Biden will make his first stop in North Carolina, a day after convening the meeting of his Cabinet.
