Xixian New Area: A Hotbed for Innovation-Driven Development
Xixian New Area, located in the west of China, is witnessing a surge in new technology-based enterprises. According to Xixian New Area Administrative Committee, in 2022, the number of such enterprises was 1.8 times higher than that of the previous year. Among them, the number of enterprises based on sci-tech achievements increased by 2.5 times compared to 2021. Moreover, the new area identified 490 high-tech enterprises, a 2.2-fold increase from the previous year.
The area’s efforts to incubate, attract, and retain enterprises are reflected in the numbers. In 2022, 18 Fortune 500 companies and 24 top-performing Chinese firms settled in the new area. This influx of companies helped to increase the industrial investment, gross industrial output of large enterprises, and output of high-tech industries by 81.6%, 20.4%, and 23.1%, respectively.
To give full play to the industrial cluster effect, Xixian New Area has set up an industrial belt and ten industrial parks, including 12 key industrial chains, such as photovoltaic, hydrogen energy, and computer numerical control machine tools. The new area has initially formed modern industrial clusters involving solar energy, hydrogen energy, artificial intelligence, and construction machinery.
In January 2023, LONGi Green Energy Technology Co., Ltd., a Chinese solar energy giant, settled a project in Qinchuangyuan. The project is worth 45.2 billion yuan and will have an annual output of 100GW monocrystalline silicon wafers and 50GW monocrystalline batteries. This move followed LONGi’s investment of 32.8 billion yuan in Xixian New Area, where the photovoltaic industry base with the largest production capacity in the world will be built.
To provide human resources support for enterprise development, Xixian New Area established a talent market and started the construction of Xi’an International Talent Port. Currently, 253 high-level professionals have been introduced, and 22,147 innovative and entrepreneurial professionals are based in the incubator.
Xixian New Area is also exploring financial empowerment for technological innovation. In February 2023, Qinchuangyuan Capital Market opened, creating a one-stop full-cycle financial service platform featuring both online and offline access for enterprises.
The area is building on its strong development momentum to promote Shaanxi’s high-quality growth. On March 14, the local government unveiled a three-year action plan to beef up Qinchuangyuan’s innovation-empowerment functions. Luo Yan, the general manager with Sensecraft and an associate professor with the School of Mechanical Engineering of Northwestern Polytechnical University, said, “Since our settlement here, the Qinchuangyuan incubator has put us on a fast track of development.”
